These are two different numbers and they are constantly published as one. The moolank reduces the day; the life path — bhagyank in ank jyotish — reduces the whole date. Combination readings treat a moolank-and-bhagyank pairing as a thing in itself, with some pairs called fortunate and others called difficult. Whatever else is true of that, the frequency claim is checkable and it fails. Every one of the nine bhagyanks occurs with moolank 4, and they occur at nearly the same rate — 476 dates at the low end and 481 at the high, a spread of 1.1% across a row of about 478 each.

476 dates in the span carry moolank 4 and bhagyank 4 together — the bhagyank 4 line of the table above, and no more remarkable than any other line in it. The reason the row is flat is not mysterious: the day of the month is one of three things the full-date sum adds up, and the month and the year between them swamp it.
Rahu, and What the Digit Is Held to Mean
Indian numerology maps the nine digits onto the nine grahas, and 4 takes Rahu. Traditionally the digit is read as Rahu — restlessness and sudden reversals, read as unconventional rather than bad. That is a classical attribution reported as one, not a result derived from anything on this page.
Rahu is one of the two shadow grahas, and it has a consequence worth knowing before you read a comparison anywhere else.
