Why Leo and Leo Take All 13 — and Why That Is Not the Finding
Bhakoot reads nothing but the distance between the two Moon signs. Four of the seven distances pay the full 7 and 1/1 is one of them; the three that pay nothing are the axes Leo forms with Cancer and Virgo (2/12), with Aries and Sagittarius (5/9), and with Capricorn and Pisces (6/8). The Three Kootas Two Leo Moons Can Settle / राशि कूट

Uttara Phalguni is cut by a rashi boundary and only 1 of its four padas falls inside Leo, which is why the three are not equal thirds.
