Why Scorpio and Scorpio Take All 13 — and Why That Is Not the Finding
Bhakoot reads nothing but the distance between the two Moon signs. Four of the seven distances pay the full 7 and 1/1 is one of them; the three that pay nothing are the axes Scorpio forms with Libra and Sagittarius (2/12), with Cancer and Pisces (5/9), and with Aries and Gemini (6/8). The Three Kootas Two Scorpio Moons Can Settle / राशि कूट
One rashi counted from itself is the 1st in both directions, so the axis is 1/1 and Bhakoot pays in full. The pairings it zeroes are Scorpio with Libra, Sagittarius, Cancer, Pisces, Aries and Gemini — and a sign forms none of those with itself.
Mars rules both charts, and a shared lord is the strongest of the six results this koota returns. It is also the standard cancellation for Bhakoot dosha — which this pair has no use for, since 1/1 is not one of the afflicted axes.

Vishakha is cut by a rashi boundary and only 1 of its four padas falls inside Scorpio, which is why the three are not equal thirds. Scorpio holds a Deva nakshatra and a Rakshasa one, so Gana — 6 guna, and the koota that scores differently depending on which partner holds which — can come out anywhere from 0 to 6 of 6 for two Scorpio Moons.
