The Ascendant in Purva Bhadrapada Nakshatra
Aquarius / Pisces rising · nakshatra lord Jupiter · 38 minutes at Delhi
A lagna in Purva Bhadrapada, the 25th nakshatra, means one of two ascendants: Aquarius if the rising degree is in padas 1, 2 and 3 or Pisces if the rising degree is in pada 4. The pada therefore decides the lagna lord, Saturn for Aquarius or Jupiter for Pisces, before anything else in the chart is read. Purva Bhadrapada itself is ruled by Jupiter. Saturn and Jupiter count each other neutral. For Purva Bhadrapada with Pisces rising (pada 4) the lagna lord and the nakshatra lord are the same graha, Jupiter.
By sign, Jupiter, Purva Bhadrapada’s lord, is in a neutral sign in Aquarius and in its own sign in Pisces, the two signs a lagna here can be. In the navamsa each pada sets, that pada’s lagna lord is debilitated in pada 1 (Aries), in a friend's sign in pada 2 (Taurus), in a friend's sign in pada 3 (Gemini) and exalted in pada 4 (Cancer).

These are durations, not clock times. When Purva Bhadrapada actually rises depends on the date and the longitude, and a birth time a few minutes out moves the ascendant through a pada.
