Finger, metal and day follow Venus rather than the ascendant, so they are the same wherever diamond is worn from. Treat the price band as a sanity check on a quote, not a valuation.
Where the 4th and 11th Lordship Comes From
Venus owns Taurus and Libra. Counting from Cancer as the first house, Taurus is the 11th and Libra is the 4th — which is the whole of it. Two signs, two houses — the 4th and the 11th from Cancer — and the verdict on diamond turns on which of the two carries more weight.
Neither of these is a trikona or a dusthana, so the rule that decides most cases does not apply. Diamond is not contraindicated for Cancer and it is not indicated either — it becomes relevant only if Venus is specifically afflicted in the chart, or if a dasha of Venus is running.

That is a stricter line than this page takes, and the difference is worth naming. The Cancer page puts 11th-lordship on its avoid side, and it does so consistently — in all twelve places on the grid where a graha owns the 11th from an ascendant, its stone is on that ascendant's avoid list and never on its good one. The trikona and dusthana test this page runs says nothing about the 11th in either direction. On this combination there is a further reason to take the stricter reading seriously: it cannot be worn alongside pearl, the Cancer primary stone and Venus owns the badhaka house from here. Neither page overrules the other: the lordship does not forbid diamond, and nothing on this page is a case for wearing it without a reading.
Wearing It Alongside Pearl
Pearl is the Cancer primary stone, because the Moon rules Cancer (Karka) and owns the 1st from it. So the pairing a Cancer native is most likely to consider is diamond with pearl, and whether that is allowed depends on how Venus and the Moon rate each other.
Venus counts the Moon an enemy while the Moon rates Venus neutral. Parashari friendship is not symmetric — eleven of the twenty-one graha pairs rate each other differently in the two directions, and seven of those eleven are a one-sided enmity exactly like this one.
