Mars rules Mrigashira, Chitra, Dhanishta, and one of them falls inside Libra: Chitra (padas 3, 4). Mars also combusts: within 17° of the Sun — the widest orb of any graha. A combust Mars in Libra is read as weakened whatever the dignity above says, which is the standard case where the textbook verdict and the actual sky disagree.
