With Capricorn rising, the 3rd house is Pisces, the 3rd sign counted from Capricorn, and Pisces is ruled by Jupiter. So for Capricorn ascendant the 3rd lord is Jupiter, which also rules the 12th through Sagittarius: one graha holds the 3rd and the 12th together for this ascendant. The 3rd is an upachaya, and the 12th a dusthana.
The lagna lord, Saturn, and the 3rd lord, Jupiter, count each other neutral for Capricorn ascendant. The 3rd’s matters are younger siblings, courage and effort, communication style and short journeys; with Capricorn rising they sit in Pisces, a dual water sign that is the 12th of the natural zodiac.
Pisces as the 3rd House of Capricorn Ascendant
Pisces exalts Venus, deepest at 27°, so for Capricorn ascendant Venus is exalted in the 3rd; it debilitates Mercury at 15°, so Mercury is debilitated in the 3rd. The house holds Purva Bhadrapada (pada 4), Uttara Bhadrapada (all four padas) and Revati (all four padas), whose lords are Jupiter, Saturn and Mercury; Jupiter rules one of them, Purva Bhadrapada, so for Capricorn ascendant the 3rd lord also owns a nakshatra inside the 3rd. Opposite, across the chart, the 9th holds Virgo, ruled by Mercury.
