The 9th Lord for Capricorn Ascendant: Mercury
9th house = Virgo · lord Mercury · also lord of the 6th
With Capricorn rising, the 9th house is Virgo, the 9th sign counted from Capricorn, and Virgo is ruled by Mercury. So for Capricorn ascendant the 9th lord is Mercury, which also rules the 6th through Gemini: one graha holds the 9th and the 6th together for this ascendant. The 9th is a trikona, and the 6th a dusthana and an upachaya.
The lagna lord, Saturn, counts Mercury a friend, while Mercury counts Saturn neutral: for Capricorn ascendant the 1st and 9th lords do not see each other the same way. The 9th’s matters are luck and fortune, father's influence, higher learning and pilgrimage; with Capricorn rising they sit in Virgo, a dual earth sign that is the 6th of the natural zodiac.
Virgo as the 9th House of Capricorn Ascendant
Virgo exalts Mercury, deepest at 15°, so for Capricorn ascendant Mercury is exalted in the 9th; it debilitates Venus at 27°, so Venus is debilitated in the 9th. The house holds Uttara Phalguni (padas 2, 3 and 4), Hasta (all four padas) and Chitra (padas 1 and 2), whose lords are the Sun, the Moon and Mars; Mercury rules none of them. Opposite, across the chart, the 3rd holds Pisces, ruled by Jupiter.
