Counted from the 4th, the 9th is the 6th house, which from any house is a dusthana and an upachaya position; counted back from the 9th, the 4th is the 8th, a dusthana position from it.

For Leo (Mars) and Aquarius (Venus) one graha rules both the 4th and the 9th, so there is nothing to exchange.
