The 9th Lord for Scorpio Ascendant: Moon
9th house = Cancer · lord Moon
With Scorpio rising, the 9th house is Cancer, the 9th sign counted from Scorpio, and Cancer is ruled by the Moon. So for Scorpio ascendant the 9th lord is the Moon, which rules no other sign, so for Scorpio ascendant it holds the 9th alone. The 9th is a trikona.
The lagna lord, Mars, counts the Moon a friend, while the Moon counts Mars neutral: for Scorpio ascendant the 1st and 9th lords do not see each other the same way. The 9th’s matters are luck and fortune, father's influence, higher learning and pilgrimage; with Scorpio rising they sit in Cancer, a movable water sign that is the 4th of the natural zodiac.
Cancer as the 9th House of Scorpio Ascendant
Cancer exalts Jupiter, deepest at 5°, so for Scorpio ascendant Jupiter is exalted in the 9th; it debilitates Mars at 28°, so Mars is debilitated in the 9th. The house holds Punarvasu (pada 4), Pushya (all four padas) and Ashlesha (all four padas), whose lords are Jupiter, Saturn and Mercury; the Moon rules none of them. Opposite, across the chart, the 3rd holds Capricorn, ruled by Saturn.
