The Moon, a benefic while waxing graha signifying mother, the mind (manas), water, milk, the public, comfort, the home, placed in the bhava of mother, home, property, vehicles, inner peace, education base, emotional foundation — that pairing is the whole of what the Moon in the 4th house means before a chart is opened. It is a closer fit than most: the 4th house counts the Moon among its own natural significators, the karaka it is read through for the mother and the mind. A significator sitting in the bhava it signifies is read more literally than any other placement, because the graha and the house are asking the same question.

Under Kaal Purush the 4th Is Cancer

In the natural chart the 4th house is Cancer, so the Moon here is in its own sign. The Moon rules Cancer itself, so the 4th bhava is its own natural ground and it answers to no other graha for this house’s matters. Cancer is spanned by the fourth pada of Punarvasu, Pushya and Ashlesha, lorded in that order by Jupiter, Saturn and Mercury. None of the three is the Moon, so the Moon in the 4th always reports to another graha at the nakshatra level, and the pada decides which of the three — a finer cut on mother's influence than the rashi gives, and the reason two people with the Moon in the same 4th house read differently.
