The Moon, a benefic while waxing graha signifying mother, the mind (manas), water, milk, the public, comfort, the home, placed in the bhava of marriage, life partner, business partnerships, public dealings, contracts, open enemies — that pairing is the whole of what the Moon in the 7th house means before a chart is opened. The 7th house does not look to the Moon for its significations though — it looks to Venus for the spouse, Jupiter for the husband in a woman's chart — so the Moon here colours this bhava’s matters without representing them, and the karaka’s own condition has to be read separately from this placement.
Under Kaal Purush the 7th Is Libra
In the natural chart the 7th house is Libra, so the Moon here is in a neutral sign. The bhava answers to Venus, and the two do not read each other the same way: the Moon counts Venus neutral, while Venus counts the Moon an enemy — so whichever of the two is the stronger in a given chart changes what the 7th delivers on spouse / partner, not merely how much of it arrives. Libra is spanned by the third and fourth padas of Chitra, Swati and the first, second and third padas of Vishakha, lorded in that order by Mars, Rahu and Jupiter. None of the three is the Moon, so the Moon in the 7th always reports to another graha at the nakshatra level, and the pada decides which of the three — a finer cut on spouse / partner than the rashi gives, and the reason two people with the Moon in the same 7th house read differently.

The counts differ by one from row to row only because the two-year window cuts mid-cycle in some rashis; the length of the stay varies more, from about 52 hours to 61, because the Moon’s speed changes with its distance.
